The new tobacco law was created to prevent minors from ordering cigarettes through the mail.
Minors will always find a way to purchase cigarettes or any tobacco product, including pot. Parents who smoke in the home will most likely share their smokes with their teens.
As far as raising the price and tax on cigarettes to force a person to stop smoking, there are ways to get tobacco: Grow it from seed catalogs and seeking tobacco on the computer. Dried vegetable leaves from the garden and dried weeds from the field can be crushed and smoked – a roll-your-own or a pipe.
When I was a youngster, I used to hear a few people refer to cigarettes as “weeds.”
Where there is a will, there is a way to deliver tobacco products other than the mail – no federal interference, I’m thinking.
One way to deliver your product is by a relay system (car, truck or bus) to reservations in each state and thereby – no postal service involved. It’s an idea to ponder.
